Per a conversation in April 14, 1998 with Elizabeth Nelson of the SOI:
The RTF includes the most recently filed (posted) return within the last three years that was filed for a tax period within the last three years. (2 separate criteria) For example, if an organization file a return in 1997 for 1993, it would not be included in the extract since only returns with a taxper of 199412-199711 are acceptable.
Only original returns are included, not duplicates or amendments.
Organizations with subsection codes 90,91, 92 are not included.
If an organization files 2 returns in one year, only the most recent is drawn.
